Legal Program


The Legal Unit works actively in monitoring for fair trial rights the Supreme Court, Appeals Court, the Municipal Court of Phnom Penh, and the provincial courts of Kandal, Kampong Cham and Battambang, produces quarterly bulletins and annual reports, contributes comments to draft legislations via working groups / newspaper editorials, among others.


The Legal Unit began in 2002 as a technical assistance project transforming into a CSD unit one year later with the work of the Court Watch Project.


The Legal Unit is comprised of ten Khmer lawyers, 2 law fellows and several law graduates volunteering. It is currently assisted by a British barrister and ad hoc law students and/or graduates from overseas, namely, the United States.


CWP produces the trial monitoring report, known as quarter bulletin, annual report and other legal document. These publications highlight the concern identified by court monitors, outline applicable fair trail rights with the Cambodian applicable law criminal code and criminal procedure code .etc. and provide suggestions and recommendation for juridical reform based on minimum standard of fair rights.
